Dr Moisés Toapanta, PhD, holds a PhD in Information Technologies from the University of Guadalajara, Mexico. He also holds a Master’s degree in Communications and Information Technology Management, awarded Cum Laude by the National Polytechnic School (EPN), Ecuador. He is an Engineer in Computing and Computer Science, a Public Administration Technician, and a former Marine and Paratrooper of the Ecuadorian Navy.

He completed doctoral research stays at the Department of Information and Communication Technologies of the Polytechnic University of Cartagena (UPCT), Spain, and at the Faculty of Systems Engineering of the National Polytechnic School (EPN), Ecuador.

Throughout his academic and professional career, he has served as Director of Research Groups and Research Projects at several higher education institutions, as well as in projects conducted in cooperation with external organizations such as CEDIA. He serves as Innovation Coordinator at Universidad del Caribe (UNICARIBE) in the Dominican Republic, and as Vice-President and Research Coordinator of the International Network for Research, Innovation and Society (RIIS), registered under No. 2026-40535 with the National Office of Industrial Property of the Ministry of Industry, Commerce and MSMEs of the Dominican Republic.

RIIS is headquartered at Universidad del Caribe (UNICARIBE) and comprises university lecturers and researchers from higher education institutions in the United States of America, Mexico, the Dominican Republic, Honduras, Panama, Nicaragua, Costa Rica, Guatemala, Venezuela, Colombia, Ecuador, Peru, Bolivia, Uruguay, Chile, Argentina, and Spain.

Dr Toapanta is a Visiting Lecturer at the Faculty of Postgraduate Studies of the State University of Milagro (UNEMI), Ecuador. He is also a Master’s Final Project Supervisor for the Master’s Degree in Information Security and Cybersecurity at the International University of La Rioja (UNIR), Spain. In addition, he is a Visiting Professor on the Master’s Degree in Information Technologies (MTI) and a Co-supervisor of doctoral theses within the PhD programmed in Information Technologies (DTI) at the University of Guadalajara, Mexico.

He has also served as a visiting postgraduate lecturer and as supervisor and co-supervisor of Master’s and PhD theses at several universities in Ecuador, Peru, the Dominican Republic, Mexico, and Spain.

He works as a consultant, adviser, and mentor in Information and Communication Technologies (ICT), Information Security Governance, Strategic Alignment, Emerging Technologies, Cybersecurity, Cyberbullying, Cyberterrorism, Cybercrime, Cyberspace, Project Management, IT Infrastructure Management, Networks and Communications, Strategic Planning, and Scientific Research. He also provides training for academic researchers and professionals through GTM International.

He is an accredited evaluator and researcher, categorized as PRINCIPAL 2 in the RNI–Senescyt–MINEDEC, and is an IEEE Author, ID 37086208212. He serves as a reviewer and member of scientific committees for several Q1, Q2, Q3, and Q4 journals with SJR/JCR impact indicators, as well as for international scientific conferences.

He has delivered scientific lectures and conferences in person and has visited numerous countries across the Americas, Europe, and Asia, including the United States of America, England and the United Kingdom, Spain, Italy, France, the Netherlands, Finland, Russia, Dubai, South Korea, Singapore, India, Thailand, China, Pakistan, Mexico, Panama, Colombia, Peru, and Ecuador, among others.

Over the past seven years, he has produced more than 181 scientific publications, including posters, book chapters, conference papers, and scientific journal articles. His work has been published in databases, journals, and conference proceedings available through platforms and publishers such as the IEEE Xplore Digital Library, ScienceDirect, Springer, ACM Digital Library, and ProQuest, among others, with publications indexed in Scopus, EI Compendex, and Web of Science, including journals and proceedings with SJR/JCR impact indicators.

He has received several national and international awards and recognitions for his contribution to science and scientific research.

Dr Toapanta has 37 years of professional experience in the field of ICT and management at operational, tactical, strategic, and governance levels. He has held senior positions in public and private organizations in Ecuador, Colombia, and Peru.

His research interests include Strategic ICT Alignment, Distributed Systems, IT Infrastructure, Information Security Globalization, Cryptography, Cybersecurity, Cyberbullying, Cybercrime, Cyber Defense, Cyberterrorism, Cyberspace, University Teaching, Remote Laboratories for Education, Administration, Digital Marketing, Social Communication, Legal Frameworks applied to ICT and Artificial Intelligence (AI), Robotics, Emerging Technologies, and Blockchain Applications.
